In an op-ed in the Wall Street Journal  in September 2017, Seema Verma, the new administrator for the Centers for Medicare & Medicaid Services (CMS), stated that the Trump Administration plans to lead the Center for Medicare and Medicaid Innovation (CMMI) “in a new direction” to give providers more flexibility with new value-based payment models and to increase health care competition. Congress established CMMI as part of the Affordable Care Act (ACA), to serve as an federal administrative hub charged with identifying, developing and spreading novel payment and delivery models that would reduce health care costs while improving care quality.

Responding to a Request for Information soliciting public feedback on CMMI’s future, The Aging and Disability Business Institute (the “Business Institute”) submitted comments highlighting the important role community-based organizations (CBOs) play in improving health, providing person-centered care, and lowering health care spending by addressing the social determinants of health. CMMI should prioritize integration of CBOs into payment and delivery models in its new strategic direction.
