New Opportunities for Community-based Organizations: Supplemental Benefit Flexibilities and Medicare Advantage

The CHRONIC Care Act, implemented through the Bipartisan Budget Act of 2018, has provided Medicare Advantage (MA) plans several flexibilities related to offering a more expansive set of supplemental benefits know as Special Supplemental Benefits for the Chronically Ill (SSBCI). During this webinar, participants will learn about these new benefits and hear from policy experts on how CBOs can leverage their expertise and existing infrastructure to help MA plans to provide them. Specifically, the Long-term Quality Alliance (LTQA) and Anne Tumlinson Innovations (ATI) will:

•     Provide participants with an overview of the SSBCI and how they differ from traditional supplemental benefits;

•     Present guiding principles developed to inform how stakeholders should think about these new flexibilities;

•     Review the latest data on benefit design in 2020; and,

•     Discuss how CBOs can approach partnering with MA plans to think through and implement the SSBCI.

Presenters
Mary Kaschak is executive director of LTQA. She also serves as executive director of LTQA’s affiliated organization, The National MLTSS Health Plan Association. Prior to joining LTQA and the Association she spent 10 years at the National Association of Area Agencies on Aging, most recently as deputy director of the Aging and Disability Business Institute.

Tyler Overstreet Cromer is senior vice president at Anne Tumlinson Innovations, where she advises clients on innovative financing and service delivery models. Previously she served as a senior executive at the Office of Management and Budget, providing oversight and expertise for budget development and execution across the Department of Health and Human Services.

•     Describe the difference between SSBCI and flexible supplemental benefits through CMS’s re-interpretation of “primarily health related”;
•     Discuss the flexibilities associated with SSBCI and how they differ from “traditional” supplemental benefits;
•     List the number of plans offering SSBCI in 2020 and most common services; and,
•     Describe how CBOs can engage MA plans in helping them to offer SSBCI.
